Cardinal Engineering, a provider of engineering services and systems engineering to the government, announced that Dr. Edward Ammeen has been named as Chief Executive Officer. Roger Bagbey, who has been Chief Executive Officer and President since founding the company in 2010, will continue as President. Dr. Ammeen’s appointment is effective immediately.
Dr. Ammeen joined Cardinal Engineering in 2019, filling leadership roles during his tenure including Technical Director and Chief Technology Officer. Prior to joining Cardinal Engineering, Dr. Ammeen was a Civil Servant for the U.S. Navy for over 28 years, serving in various capacities with responsibility for the systems engineering and research and development of Navy ships and submarines. His exemplary Civil Service career culminated as a member of the Senior Executive Service leading military and civilian engineers as the Director of Marine Engineering for the Naval Sea System Command, the Navy’s ship acquisition command.
As CEO, Dr. Ammeen will continue expanding Cardinal Engineering’s technical breadth and depth, leading systems engineering projects for design, development, and deployment of advanced technologies across all engineering disciplines. Current and planned efforts leverage advanced modeling and simulation, artificial intelligence and controls, robotics, and revolutionary material processing techniques.

Dr. Ammeen received a BS Degree in Mechanical Engineering from Youngstown State University, an MS in Electrical Engineering from George Mason University and a PhD in Information Technology, also from George Mason University.
